There need not be one. After Phargentes dies, the Emperor goes south and remains there until 1582 (the battle of Grizzly Peak). He wouldn't need to have a Provincial Overseer then as if any business needed doing, the Emperor was in the vicinity.

After Grizzly Peak, the Emperor moves northwards but arguments arise over the nature of his successor with Tarsh, Sylila, the Heartlands and the other provinces all throwing dirt at each other's preferred candidates. The resulting imbroglio stalls the naming of the Provincial Overseer for three years when Appius Luxius is named.
