Faith here is not synonomous with belief. It is not a test of do they believe in Orlanth, but a test of do they keep trust in him ('In Orlanth we Trust'), continue to honor him, sacrifice to him, pay to him when they percieve that he is gone. Don't forget OiD states that similar events have occured before and Orlanth has returned. 'Faith' means trusting that this time, like before, Orlanth will return. A lack of faith is this time is different, and this time Orlanth has had his day, he is gone,let us worship new gods.
