I offer another interpretation:
OiD is like Nuclear Induced Electric Black Out.

The Lunars have done such a terrible action that (for the first time since the Darkness) a reliable font of energy (Orlanth, the Wind, Orlanthi magic, call it as you like) does not work (like electricity and most engines when a Nuclear bomb blasts).
