It's a good question for me as I haven't yet given any of my NPCs any Hero Points to bump their own rolls.

I tend to set the challenge and consider the players Hero points as their way of altering the plot. If they want to spend hero points to make one or more challenges in the plot easy then that's fine. It's their story too. But it does mean they progress less during the campaign.

I played TORG before I played HW and found that if the NPCs have possibilities (a Hero Point equivalent) then the players essentially run through their possibilities until their opponents have run out. A waste of time really.

I do set some challenges expecting them to have to use possibilities to defeat it but not because the NPC has hero points that I can use.

So how often do my players bump? Almost every game they use at least half of their Hero Points - even when they don't need to...
