Greg, how about this as an alternative? Out of the "3500" cavalry (the true number could certainly be lower) only a small number, <100, are the actual demon steeds. Like ancient elephants, their effects are far out of proportion to their numbers.

The normal cavalry could have minor illusion spells so that, at first glance, they all look like the demon steeds. And certainly the chroniclers would misstate the numbers and emphasize the demon steeds over the normal ones.
