This makes me think you are unfamiliar with Hannigan's work while playing "Dark Willow" and "Vampire Willow." Jar-eel's actress needs to be able to pull off everything from childlike charm to sultry viciousness.
Oh, on another suggestion--someone suggested Quentin Crisp for something. Perhaps he could play Delecti, since QC has been dead for several years, I believe.
