You're thinking of my East Ralios story <http://www.pensee.com/dunham/ralios/vinga.html>. I'm not at all sure this is relevant to the Heortling Orlanthi of Dragon Pass.
On the other hand, I recall at least one other "How Vinga Earned Her Place" story, so this may well be a common theme, though the details of how she does so likely vary from region to region.
