I would say that it doesn't fit as a sustainable long term community, but the Hero wars are interesting times full of interesting and unusual people, and interesting and unusual places. If you assume Apple Lane as described in the scenario may only exist in that form (or any form) for a few years, there's realy no problem. In fact, it could be an interesting place to visit at various times during a campaign and see just how much things change over time.
