 From the same place as Gargathi bandits do - from social malcontents of the Orlanthi. Consider Muriah in the Borderlands - her parents were despised good-for-nothings who died because the other villagers refused to lift a finger to help them. It isn't a nest of Malia worshippers. It's usually just one woman or so whom the stickpickers fear and everybody else ignores. Only when the times are bad, does hunting down Maliants become a worthwhile social occupation. If times are good, there's no disease and thus no need to blame Malia...
