I think I'd do soemthing like Borderlands or the like. Good place to start. I can bring in cultural elements and I just plain like the story arc. Second choice would be Griffin Mountain - for reasons similar to the ones you mention, Guy.

Maniria. Trader Princes. Lots of things happening around there without being too earth shattering. Best, I can have wacky player characters (what boat did YOU walk off of?).
