As the guy who wrote the rule in question, that's *exactly* how I intended it to work.
Noting that something exists in a fan, out-of-print or non-Hero Wars source is *fine*; discussing the details is off-topic for HeroQuest-RPG (but is definitely encouraged elsewhere).
