I agree with Jon, but follow a different liturgical path. Whenever this subject is broached in an important manner (i.e. 'the rizla game') we proceed to consult the only certain source:

The Eurovision Song Contest.

If a country is in for a given year, they are part of Europe, if not, they are bordering malingerers.

e.g. in 2003 Finland wasn't part of Europe, but Israel most assuredly was.

In 2002, our Finnish friends were fellow Europeans, but the Irish weren't. Dead simple - see, it's even written on a website:
