Just to try to explain this a little, the old RQ sources were focused on Dragon pass and Prax. This means their information about things such as Illumination were from the point of view of the people in that region. Illumination is a thing tought by foreigners, and so it was presented giving the effects it would have on a local. Illumination within the empire is a very different kettle of fish entirely, and HQ is (slowly) trying to give us that wider focus on the different cultures of Glorantha.
