Which was also said about Telmor, Thed and Aldrya, all of whom are great spirits.

Zola Fel has always been a spirit as the very earliest mention of him (Nomad Gods) mentions him as such. I'm far less concerned about ZF's sexuality as water gods are sexually mutable.

As a spirit.

Why don't they just do mixed worship? Why do they have to make sacrifices to Zola Fel?
