much more likely to be a common religion. in New Pavis he would have feats from Storm Tribe and Yelmalio, spirits from Zola Fel, spells from Flintnail, and maybe one or two Pavic talents. In the Real City you might find a different mix reflecting some Pure Horse influence (steal some grazer spirit charms for example), EWF, etc. Notice that making this a common religion allows you to be an initiate of the Storm or Yelmalio pantheon and a worshipper of Pavis.
