Yes, they are.
We know that "Orlanthi all" Heortlings initiate (at least) to a god, whereas other societies have much less in the way of initiates (and devotees, or practitioners/liturgists/whatever), probably going for a 80-20 split between CM and 30+% devotion to their magical system. And I bet many more than "a few" Heortlings concentrate their magic.
I don't see the need for the "Common Magic Society" that others have postulated for Heortlings. If you're a farmer (Orlanthcarl), and want Combat Magic, then join the Starkval subcult. You don't even have to leave your aspect of Orlanth to pick it up. (For the record, I belive that "Orlanthi all" Orlanth initiates are of the Allfather subcults, so that's 85% of 85% = 72% of Orlanthi men worship an Allfather subcult, ditto for Ernalda Allmother). And if *I* don't have "Find lost child", Orane the Steadwife provides "Call Children" (ever searched for a lost child? You call out their name a lot...).
