Wow, another spot where the HQ rules are really cool. See, this is simply modelled as <mass magic skill> (whatever cool name you actually call it). Just like a mass combat skill is appropriate for soldiers, and troops with it will defeat superior swordsmen without it. And nobody but the lunars )and a few Loksalmi probably) have any sort of mass magic skill.....so far.
