I've often wondered just how popular Tatius decision to create the
windstop was in the Empire itself. I imagine there are quit a few
Imperials who see it as an immensely bad idea and might even be
working against him. Perhaps some of the more extreme of these might
even give covert aid to the Orlanthi at Iceland.
