The Vadeli are evil rather than chaotic. I did an article on them for Tradetalk
#13 which has them dealing with blood, excrement and death rather than chaos. The Boristi are more adept with chaos but they are generally found in Ralios. That doesn't exclude a small penal colony of Boristi set up by the God
Learners somewhere in the oceans.

A brief point about the Boristi and chaos just to give you a handle on it. The Boristi believe that chaos taints the whole world preventing people from attaining Solace. Furthermore any sin that you perform increases the taint on your soul making it even more unlikely that you will get into Solace.

However the Boristi have developed a special ritual called Shriving which purges
the soul of accumulated sin/chaos/whathaveyou. However the Shriver has even more chaos that he doesn't want. So what he does is create a chaotic monster from it and the Boristi also know spells to make that monster do what they want. They might also use the chaos to do chaotic magic but I haven't given too much thought into how this might be done.

So the Borists a) know they are saved while others are damned,

                 b) have no inhibitions about using chaos,
                 c) can't be detected by Urox's detect chaos since
                     they are not actually chaotic,
                 d) have little qualms about committing evil acts (which
                     creates more sin which can be used to sprawn yet
                     more chaotic monsters, and
                 e) have an extremely convincing theology.
No wonder everybody else wants to wipe them out.
