It's an inference from Dragon Pass, the Boardgame which lists the Crimson Bat as part of the College of Magic. On that ground alone, direct responsibility to the Dean of the College seems reasonable if one also assumes that the Lunar Empire is an orderly society. But it isn't.

Furthermore Cults of Terror originally stated "The cult is responsible only to the Red Emperor and the Bat is an arm of his power" with an additional clause saying that he may temporarily assign command to somebody else. Twice elsewhere is mention made of imperial decrees controlling the Bat.

The Tales #8 writeup omits this and notes that cultists are important officers in the Lunar College of Magic. No mention of ultimate responsibility is made.

Since the above were written in the period in which it had not yet sunk in that the Emperor was now irresponsible, Rory's writeup is more in tune with what we know about the Empire than the Wiki statements.
