I wonder why people see this as a problem? Dedication and devotion (devotees with concentrated magic) yields great results and breeds powerful heroes. HQ is a game of heroes, of extraordinary people.
Isn't it a good thing that most of the world isn't made up of super-effiscient fanatics. This helps bring out that the player heroes are special individuals, (and means they will have the power to prove it).
