Moonboats can travel inside and outside the glowline, no matter what phase the moon is in. From Strangers in Prax: "The Moon Boat departs very late that night, after the Moon turns from Black to Crescent."

Looking at the picture on the cover of Strangers in Prax, it looks like Moonboats can only land in special docks made for them. To load and unload cargo, they just tie down to the ground but stay in the air. (The boat has a curved bottom with no visible legs or a stand to support it.) On the other hand, the section in ILH, Vol 1 describes them very differently from the picture on Strangers In Prax. The ILH says they are made from reeds and have sails. Strangers In Prax shows it made of wood with no sails.

ILF says a Moonboat can cover 150 to 300 mails in a day, more is powered by many worshipers.
