Joerg raises a good point. Orlanth approaches the sea as an enemy to be fought and to be beat into submission (which they can and do succeed with). However, it isn't exactly an easy approach to seamanship - much easier to follow a god that shows you how to appease the sea and get along with it. This is not to say that there aren't Orlanthi sailors - just that they aren't as numerous as Pelaskos worshippers.
