My first advice: decide on a theme for the campaign. You can do this unilaterally as the narrator, or cooperatively with the players.

Once you have a theme, there are many ways to fit disparate characters into it.

Here are some examples of themes that very naturally give reasons for people who don't know each other to work together:

Issaries Desert Trackers trying to establish safe trade routes to the Iron Forts. Pavic revivalists feverishly working to return their city to Paradise Important noble houses worried about the rumored rise of the White Bull Army Disturbing increases in head hunting activities blamed on Thanatari Mysterious rituals and quests of the shadowy Hyena Shamans Surprising uprising of Oasis people behind their rumored messiah

All this stuff is happening in my game, and all of them are things that might bring together a sartarite refugee, an issaries caravaneer and an animal nomad.
