There is geographic evidence of saws in Orlanthi culture. Belastran Pass was made by Orstan when he sawed a dragon's backbone:"The low point is where the saw bit, the scree is the sawed off remnants".Dragon Pass, p13

So, although the numpty Sartarite may have forgotten how to saw, their illustrious gods, at least, had some sort of saw technology. I am tempted to think that Zorak Zoran might possess a chainsaw, but only in his dreams. Perhaps the Mostali have a prototype?
