Assuming the fiction is wholly Original Material, then check out Section 2.E:
"Fan publication of wholly Original Material is encouraged by ISSARIES. As long as the Original Material follows the terms and guidelines of this policy and uses no Proprietary Material, it need not be submitted for approval due to the content (but may still have to be submitted for approval for other reasons, such as the form of publication or the terms of a specific license)."
It is worth reading the guidelines in Section 2.E. as well. Assuming that the fiction meets the definition of wholly Original Material, you do not need to submit it to approval by Issaries. However, it may still need to be submitted for approval as part of the process for approval of the fan publication or as part of the publisher's license. Does that help?
