But if the group of farmers want to work together to achieve long term goals they might. In Red Cow many of the herders belong to the Auroch Bringers, focused on magical goals of imrpoving their breedind stock (and returning the aurochs to Dragon Pass).

Generally anything that involves magical working together requires a guardian.

As for the term, well just use community, when its goals are not aligned with your conception of a 'heroband' instead and understand that all communities have a guardian (Mr and Mrs Village diety is a guardian for the community).
