As we game once a month or so, that's a campaign intended to last for at
least 12 episodes, from my perspective. When I'm GMing, I tend to think
longer term than that (at least in outline), so yes.
My current group - not GMed by me - is also running a game that I'd say is longer than that. However, all adventures in it are virtually self-contained, with only minimal carry-over of events, NPCs (other than followers), etc. from one scenario/game session to the next, so I don't know whether this what you're thinking of when you say 'campaign'.
