He ended up leaning that way because he's a magical scavenger to some degree. Since I had decided that the heortland cities have a lower initiate rate than you see in the hills of Sartar, it was less necessary to require he was an initiate. He then thought about it and decided that what Kelson would have done over time, living in a cosmopolitan city with lots of different magics was start picking up useful bits from all over the place.

The decision to concentrate was pretty much a bit of a rules-lawyery one. He wanted to use these abilities actively, and that's the only way to do it, even defensively. So he asked if he could tweak the character that way, and as it fits the concept, I said yes. (But he still has to spend some time maintaining his social ties to the Issaries Temple in the city.)

As for that studied neutrality, it is going to be tested soon, as he's got the Lunars asking him to be their liaison to the Trade Ring, the players on the Trade Ring asking him to run interference on the Lunars, a certain Purple scholar warning him about an important magic clock both Fazzur and Kallyr are looking for, and a hot-headed Kultain tribesman who insists on doing something dramatic to prove his worth to Kallyr and Broyan before he goes and joins them at WhiteWall.

How he intends to keep all those balls in the air is anyone's guess. :)
