Just speculating here, but is it possible that her worship is seen more as propitiation? That is, could the excuse for the rare Ulerian initiate or devotee be sacrificing some pretty girl in the community to keep the demon from being mad at the community and plaguing it with things like impotence?
This would create an interestingly touchable "untouchable" sort of community member. :-)
