Nothing is impossible. However the Lunar/Ernaldan worship is common in Tarsh where it is the basis of the local Lunar faith (Ernalda was identified as She Who Waits, one of the Seven Mothers, by HonEel). I would treat this as a subcult that can be worshipped by either the Lunars or the Ernaldans.
