The travel to Penendros' Fort is like all HQ, the first step in the HQ and so to
the realm of a god, i.e.- in the God World. However, once the adenturers depart
from the fort on their ride they will have left the God World into the Hero Plane of the Sky World.

As normal, so yes, this would get you into the "lower realms" of the sky world.
But there may be other barriers WITIHIN the world too, as per normal.
