Rigsdal is available through several routes, and that makes a difference. As a stand-alone cult, no gender requirement. Through Orlanth All-father, obviously the Orlanth requirements apply. Through Elmal, the Elmal requirements apply. And through Humakt, no gender requirement.
In this specific case (remember, never take Kallyr as an example of the normal way of doing things!), at the time she joined Rigsdal she was already an initiate of Vinga Vanganth. Going via Elmal or Humakt would have made no sense at all. It was stand-alone or via Orlanth Allfather via Vinga, and as any roolz-based mini-maxer will no doubt explain, adding an extra subcult in the same main cult is the "cheaper" option.
