Depends on the type of campaign you are running. I personally like lots of background information so that I can introduce things and ideas that I hope the players may run with (or not). Also, I rely upon my players to develop much of the plot of the game - as a result, I find I need to have lots of background for them to exploit.
This is a stylistic and aesthetic thing and there is certainly no correct answer as to how someone should run games.
