I think your previous post gives one strong story option - Harrek found a way to re-enact the Troll skinning of the White Bear, probably by interrupting the rites that restored contact with it using the methods handed down by Fral Angor. By interrupting the rites he ensured it stayed skinned, then took the skin for himself.
Of course if the White Bear has been skinned before and returned then this is part of its myth-cycle and sooner or later it will be back.
