"Copy Editing" is nearly synonymous with "Proof Reading" - going over the material looking for spelling, grammar, and syntax errors.
"Content Editing" is editing the ideas, the gaming material itself. Making sure that ideas are clear and concise, and that there are no errors in background material.
Copy Editing should come after Content Editing, but I'm not entirely sure.
