She's both; that's why she wears both a skirt and trousers. It indicates she's taken up a warrior role without abandoning her femininity. Whereas the non-skirt wearing (I gather) Babeester Gori, Erantha Gori, female Humakti and female Uroxi have all, to some extent, given up their femininity and/or taken up more nonconformist lifestyles.
