p163; only Adepts (and Magi) have access to the Symbolic Sight ability, and you normally have to be concentrated to become an Adept. There may be exceptions, especially among non-Malkioni, but this is the norm. The implication is that its a social restriction, rather than an aspect of Gloranthan metaphysics - that is, in theory, an unconcentrated magician could learn Symbolic Sight, but in practice, nobody will teach him how.
