The "use it as a mod" method is simpler than the "edge and handicap" method(don't have to compare offensive edges vrs defensive, or retroactively add AP to the bid, etc.), but the values of the edges were simply turned into mods to make backward-compatibility easier.

Note that HQ was not meant for simulationist play, though the equipment mods took is *somewhat* in that directrion.
