It's all about the character's rivalry with the new hotshot opponent, who has undoubtedly got stooges among the other racers who will try and nobble the PC, will have rigged some of the obstacles in the race, possibly even have tried to sabotage the PC's vehicle.
If you realy want to have the possibility of neither winning, that's easy. Just look at your level of victory at the end. You don't need to invent new mechanics.
