That works fine for me. I think the fact that the descriptions never got updated and so remain Glorantha-specific is what tripped people up. If HQ-rules and HQ-RPG are not limited to Glorantha but discuss how to solve specific mechanics questions and how to link Game and Setting (as you say) I think we're golden.
