Everybody else (Orlanthi, Praxians, Pentans, Loskalmi) thinks Chaos is Evil and so by extension, the Lunars are also evil. Inside the Empire, Chaos is seen as an amoral force that can be harnessed for good purposes (very much like nuclear power in the modern world).

You can treat a few gloranthan cultures and races as being evil (Broos, Kingdom of War, Vadeli) and not have anybody complain. Most other gloranthan cultures have very bad (truthful) things said about them, like:
The Malkioni practice soulless sorcery.
The Orlanthi worship the God of Murder.
The Trolls eat humans.
yet they are not evil.
