I would say not

This is my idea. Shelbaris was active in the myths and magic of the
developping city, working with Flintnail. This suggests she was an
adult, and thus born prior to the city's founding

Mother of Shelbaris?
Probably not
My idea is that they had a disagreement, and Shelbaris' mother said
that Pavis was a nutcase, but S eventually disagreed with her mother
and followed her father to Pavis. Perhaps she never even knew who her
father was until she grew up to about 18 or so, and her mother
finally told her who he was.
