My thoughts were that Apple Lane was a "rural offshoot" of one of the cities (probably Jonstown, as it looks like it's the closest) which accounts for it's somewhat unusual setup when compared with the more traditional clan village. The village "sits astride a well used road" - which was almost certainly built by Sartar to serve Jonstown. As I see it Sheruff (sic) Dronlan was appointed by the city ring who are at least nominally "in charge of" Apple Lane and it's environs, - They may have taken the title from either Heortland or Tarsh, or it may just be that all three titles come from the same root...
