Just to add to the useful points already made in response to this:

(a) The 7 Mums have a very active 'good-neighbourliness' programme. The Deezolani offer healing, Teelo N relief may help get your family through a bad harvest, IO may know something that frowsty old LM sage doesn't and when broos raid, although you thought the Lunies loved Chaos, you're surprised to find that YT swordsman in full hero light, carving them down.

(b) They must have something going for them, if they're that powerful. Even if only subconsciously, many people will be tempted by the opportunities in collaboration or conversion.

(c) Unless and until push comes to shove, the 7 Mums themselves don't seek confrontation. Quite the opposite, they want to make it easy for you to take little steps their way rather than demand one great leap. Again, look at Tarsh, where by detaching Orlanth from many of his subcults, you can still (as far as you're concerned - Hertlings would disagree) worship Durev and be a loyal Tarshite ally of the Empire's/
