True, of say, the Colymar, but not in all cases. See the clan generator for a longer list of possible reasons, but they also include a 'new frontier' desire to explore new lands. People with such positive attitudes to new ideas and places might well have listened to the preachings of the Lunar missionaries.

The Sartarites were involved at the Battle of Grizzly Peak, supporting rebels against the ruling Lunar dynasty, some twenty years before the invasion, forty years ago. Tarsh was founded by refugees from the Empire three hundred years ago, and contact with Tarsh is likely to have brought word of the Empire, especially after a Lunar dynasty took power just over 100 years ago. Sartarites have been involved throughout that conflict.

A week is a long time in politics, three hundred years even more so. Three hundred years ago The USA was but a British colony, then Napoleon appeared. Things change.
