Tarsh provides such evidence fairly effectively, I think. They haven't implemented everything in Sartar yet, due to the (relatively) short period of time they've had and the continued resistance of the Sartarites, but the ultimate objective of the Lunars while it may *include* exploitation, most certainly isn't limited to it.

Yes: the cult of Teelo Norri. Note that providing for the starving is something the Heortlings would never do - its anathema to their way of thinking to provide charitable aid for someone who isn't your kin. This is one of the most unequivocal benefits of Lunar rule, IMO.

Not yet, but their presence in Tarsh suggests its only a matter of time. This would be a longer term goal.
