Who made Uroxi beacons of truth?

This "ask a Uroxi and there's your proof" idea just ain't right.

1. Uroxi are notorious for making mistakes!
2. Some chaos they just can't detect.
3. Some Uroxi lie. I'm sure some have killed "chaos tainted" people whose only crime was sleeping with the wrong person.

Hmm, great campaign idea, a Uroxi who is really a hit man...
