Its pretty well established that Rings should be made of of individuals with DIFFERENT skills -- a ring which was all Orlanth types would lack the *flexibility* that the Storm Tribe is known for. As Orlanth gathered a bunch of experts to assist and advise him, so should a good chieftain.
