Yes, you need to get your reputation up to Kingly, or at least close (check it during the sacred time screen). All the usual advice on reputation applies--be generous, find new things, complete heroquests, help out the various cults, find new things, generally be good Orlanthi. The cheat would probably be to perform the Making of the Storm Tribe quest with the goal of improving your reputation. Of course, you will need to also complete that quest to get the tribe making blessing, but you don't want to do that too far before forming a tribe (the general benefit of the quest is making it easier to persuade others, but that only lasts for three years after the quest, and tribe making takes a year or more, so, well, you can do the math).
